Feelings or not? [An ex] GUYS OPINION..but girls are welcomed as well!?

Sooo I have this ex bf and we have been broken up for quite sometime now but whenever him and one of his new gfs break up he always comes back to me to try and get sympathy. He tells me he loves and misses me and his mom is always telling me how him and her "think the world of me"....but he keeps talking to alot of other girls and wont actually get back into a realtionship with me. I went over to his house before i got with my current bf and stayed the night because im really good friends with his mom and sister and it was his nephews kindergarden graduation and they wanted me to be there to be in pictures and such. When i went to leave the next day he started crying and held me and cried for like 2 hours straight....but then when i brought it up later he kept changing the subject....and was still telling me how the girls he was talking to were "hurting" him for different reasons and they wouldnt commit and be in a relationship...I dont understand what this means and was hoping someone could help me.
