Who is heading the Rail ministry in India at present after resignation of Ms Mamata Banerjee?

After her victory I have heard that Mr. Mukul Roy is the Hon'ble Minister of State for Shipping & Railways (Additional Charge). Then who is the Cabinet Minister of the Railways?
