Why is it police can .....?

park on the sidewalk with their families when they are in the police car, and go shopping at wall mart and even Kroger or Target? I have seen them do this so many times, and I really do not understand it. I could understand it if it was official "pick up the shoplifter"business, but seriously. They cant walk twenty feet to the door?
