What is the best waterproof liquid eyeliner?

I am looking for a cheap ($13 and under) waterproof, liquid eyeliner that will stay on and not smudge when i go swimming. I would like to buy it from a drugstore or target or walmart. I also would like the tip to be like the Loreal Lineur Intense Felt Tip Liquid Eyeliner. Thanks so much for your help(:
